Fix RTD jupyer book version

Following !11 (merged), RTD configuration need to be updated to enforce Jupyter Book version < 2.

The release of %Version 1.1.1 on RTD was not performed due to this error. Since it is only a patch version, this issue should be fixed for 1.2 only
