Add OPL/ITL filter on the reader

No events found in https://gitlab.esa.int/juice-soc/jsops/JUICE_PREOPS/-/blob/S011_TR03/PLANNING/SCENARIOS/S011_01_TR03_331122_331220/TIMELINE/OPL_SEG_S011_01_S00P01.json using majis.read_itl()

This is due to the filtering performed in https://git.ias.u-psud.fr/majis_sgs/operations/majis-ops-toolbox/-/blob/93ae95e97122e169cc3b7132d39ce2775477e104/src/majis/itl/json/reader.py#L40

There shouldn't be any filtering when fmt='OPL'
