Release catalog columns format: dates and darkspid_ground

UiO dates are ISO8601 dates with T, the T has disappeared in the release catalog (columns: DATE, DATE-BEG and TIMAQUTC), this should not happen

• Fix how the catalog date columns are written by the code
• Fix already-released catalogs by search-and-replace in the date columns

darkspid_ground is written as a float, it should be an int (darkspid does not exist anymore)
