Metadata for Google dataset search

Adding metadata in the release notes page should allow the releases to be findable, e.g. by Google.

See attached ESA presentation about SOHO: ESA-Google-Dataset-Search-and-SOHO-DOI.pdf.

The ESA SPICE dataset is findable in Google, thanks to this.

We could do this for each SPICE release.
